How Traffic Warrants Work in Franklin County
Franklin traffic and adult misdemeanor matters are handled by the General District Court. A missed required setting, criminal traffic charge, release violation, or fine default may lead to court process, but an unpaid ticket does not always mean an arrest warrant. Virginia law treats some traffic infractions differently. The clerk can tell you whether the case is an infraction, misdemeanor, or another type.
Rocky Mount and Boones Mill police may issue town citations, yet the official court structure reviewed does not show a separate municipal criminal court. The town agency can answer citation-origin questions; the GDC clerk controls the court record and any warrant or capias decision.
Franklin County Traffic Warrants: General District Court
The Franklin GDC clerk is at 275 South Main Street, Suite 111, Rocky Mount, and the published public number is 540-483-3060. The court lists criminal and traffic dockets Monday, Wednesday, and Thursday mornings, with arraignments on weekdays. Those are court schedules, not walk-in warrant service hours. The official Franklin GDC page is the source for current clerk details.
Search the state case system, then call the clerk about process and what is required. A GDC result is not an official traffic-warrant roster. If the case is juvenile traffic or a family matter, J&DR may be the correct court instead.
The Franklin GDC page displays court contact and schedule information.

Use the court's current contact details to confirm the docket and any next step.
Franklin County Traffic Warrant Checks
The public route is Virginia OCIS with Franklin General District Court selected. The interface offers name, case-number, and hearing-date searches; it does not publish a warrant-specific field or promise that a name search proves status. Use the citation or case number exactly as printed where possible.
- Choose General District Court and the Adult Criminal/Traffic division in OCIS.
- Search your own case by the citation number, name, or known hearing date.
- Call GDC at 540-483-3060 to ask whether a warrant, capias, fine, or next date appears.
- Call the Magistrate at 540-483-3076 only if the clerk routes an issuance or bail question there.
- Ask the sheriff at 540-483-3000 about execution or a sheriff-held record, not court payment.
Franklin County Traffic Warrants and Infractions
Virginia Code §19.2-258.1 says the court may hear a traffic infraction in a person's absence after a failure to enter a written or court appearance, and the statute says a warrant shall not issue for that failure under §46.2-938. That rule does not decide every criminal traffic case, fine default, release violation, or separate court order.
Check the classification printed on the ticket and ask the GDC clerk how that specific case is treated. Do not infer that every missed traffic date creates a warrant or that a routine infraction rule clears a different court process.
Franklin County Traffic Warrant Records: What They Show
A public traffic case may show a case number, charge, court, and hearing history. Franklin has not published a warrant-number format, public warrant-status field, bond schedule, or status-code guide. Read the case record as a locator and have the clerk explain any process entry.
| Case / Citation Number | Use the court paper No warrant-number convention is published. |
|---|---|
| Charge / Offense | Confirm whether it is an infraction, criminal traffic, or misdemeanor case. |
| Issuing Court | Franklin GDC for adult traffic matters; J&DR may handle juvenile traffic. |
| Bond / Fine Amount | Ask the clerk; local bond and warrant-lift terms are not published. |
| Status | Confirm payment, hearing, recall, or active-process status with the court. |
Rocky Mount and Boones Mill Police Are Not the Court Clerk
Rocky Mount Police patrols town limits, issues citations, and enforces traffic and town-code rules. Boones Mill Police says high traffic volume on U.S. 220 makes traffic safety a significant part of its work. These departments can route a question about who issued a citation. The court question still goes to Franklin GDC, which holds adult traffic cases.
Rocky Mount Police lists its address at 1250 North Main Street and phone 540-483-9275. Boones Mill publishes police@townofboonesmill.org but no direct non-emergency phone on the public-safety page. Neither town publishes a warrant lookup or payment portal. The local town court and warrant route explains why the citation source and court record can be separate.
The town's Rocky Mount Police page gives its public contact.

For court status, take the citation details from police to the GDC clerk.
Clearing a Franklin County Traffic Warrant
Franklin does not publish a traffic-warrant recall form, payment amount, local walk-in process, or warrant-lift timing. Do not assume that paying a ticket alone recalls process. Ask the GDC clerk whether the case requires payment, a new setting, a motion, a judge's approval, or an appearance. The state's OCIS search does not take payments; the GDC page says payment may be available through its own system, with clerk instructions for the particular case.
- Search OCIS by your citation or case number and confirm Franklin GDC is the court.
- Call 540-483-3060 to ask what process and amount, if any, the court shows.
- Ask which payment channel, hearing, motion, or judicial appearance applies; do not guess.
- After action, keep the receipt and ask when the clerk records the change and next date.
Warning: A payment receipt alone may not show that process was recalled. Ask the clerk what entry changed and whether another hearing or court obligation remains.
Fine Default Becomes a Court Process Question
Virginia Code §19.2-358 addresses default on fines, costs, restitution, and installments. A court may use a show-cause or capias path, but Franklin's public sources do not state a local fine amount, payment plan, capias-pro-fine form, or online warrant-clearing process. The clerk must tell you whether payment alone is accepted or a judge must set a date.
Keep monetary default separate from bond and records-copy fees. The sheriff's FOIA search charge is not a fine, and a bond decision is not a ticket payment. Ask the court which amount belongs to which obligation and get a receipt for any payment.
How Traffic Warrants Trigger License Holds
The sources reviewed do not identify an OmniBase-type statewide license-hold program for Franklin or publish a per-charge compliance fee. Do not promise a hold or a release amount. A court warrant, a failure-to-appear event, and a license consequence are separate questions. Ask GDC what the case shows and whether another agency has a separate requirement.
| Mechanism | What Triggers It | What It Does |
|---|---|---|
| Traffic process | Depends on the case type and court event | Confirm the actual warrant or capias with GDC |
| Failure to appear | Willful failure to attend a required setting | Section 19.2-128 sets the state framework and consequences |
| License hold | No Franklin-specific program or fee located | Ask the court or relevant state office; do not infer from a warrant search |
OCIS and Payment Are Separate Steps
The statewide case-information search can locate a case but does not accept payment. Franklin GDC's page points to its own case and payment functions, yet the research did not confirm that every traffic matter can be paid online or that payment alone clears a warrant. A clerk can direct you to the correct payment method and explain if a court appearance is still required.
For broad case-search instructions, see the Franklin County Warrant Check. A GDC clerk can confirm the citation, while a town police contact can answer a citation-origin question.
